![]() | The Main Players Many different services, organisations and individuals are involved in providing careers education and guidance. They work across all phases, sometimes together, sometimes independently, to provide a comprehensive service. Within a local area the benefits of a collaborative approach can be seen in schools, colleges, school leavers programmes, training initiatives, back to work schemes, opportunities for employees and partnerships with employers. National Agencies work alongside local agencies in an advisory capacity. Their role is twofold; they work to ensure that national initiatives are deployed successfully to local areas; then they monitor and gather information from local areas to develop new programmes or modify existing ones.

![]() | Local Roles and Trends The role of the TECs / LECs / TEAs is to offer a framework that encourages the economic development of a local area by targetting resources and supporting local initiatives; they supply the money. Local Careers Services are increasingly independent advisory agencies who often act as a link between individuals and organisations; they supply guidance and advice. Chambers of Commerce are part of the private sector network. They are professionally managed businesses themselves and are the largest representative body for business in the United Kingdom. Owned by the business community, they provide a range of quality services for all industry and trade and have close links with local organisations including the TECs; they supply the expertise. In some cases Chambers and TECs have merged to form a single Chamber of Commerce, Training and Enterprise (CHAMTEC - see Case Study). Training providers come in all sorts of forms: colleges, independent organisations such as the Construction Industry Training Board (CITB) and the many trade associations: they provide the skills for both 'on-' and 'off-the-job' training.

![]() | National Roles and Trends The DfEE is the government department ultimately responsible for all aspects of employment and education. It deals with all the legislation within its remit that comes from parliament including changes to existing employment or education acts. It works closely with all the advisory bodies within the UK that have an interest in employment or education. QCA/SQA are responsible for developing, promoting and assessing the standards in vocational/ academic education and training. Their purpose is not to award qualifications but rather to give their seal of approval to them. Both agencies work together as partners. As a result of their involvement with local organisations, there are increasing opportunities for training, a wide range of employment programmes and a national system of recognised qualifications that are open to all.
