HPQS101: Assessing and Providing for Housing Need

In this block we look at the assessment of housing need and the systems for allocating property in the social rented sector. We begin by examining housing need and evaluating the various systems that have been developed in order to prioritise this need.

The block moves on to look at the process of allocating property and the stages that a tenant must complete before moving in to a dwelling. It also looks at the
restrictions of the system and how these affect different groups.

Finally, we examine the issue of homelessness and look at the responses of local authorities to this problem.

HPQS102: Housing Management Functions

This Unit covers a variety of housing management issues. It begins by looking at the importance of rental income for housing organisations and moves on to examine the ways in which it is collected. We will also look at the causes of and the problems caused by rent arrears.

The Unit moves on to investigate the features of a good repair service and why it is important to a housing organisation. The issue of voids, or empty properties will also be addressed. We will examine ways of evaluating and minimising this problem.

We will consider anti-social behaviour- its nature, its causes and its solutions. The Unit also discusses discrimination in housing organisations.

Finally, it will look at Housing Plus, an approach that extends beyond housing to wider social issues.

HPQS103: Housing Services

In this block we will look at how non-housing factors can affect the housing circumstances of a household. The block then moves on to look at the different bodies that housing organisations may work with in order to provide a better quality of service. We will investigate the issues and problems that working with other agencies can produce and look at ways of overcoming these hurdles.

This block will also cover the different organisations that provide advice on housing and related matters. We will briefly consider the types of advice that are available.

Finally, we will examine how a complaint regarding a housing organisation could be referred to independent agencies.

HPQS104: Housing Organisations

The block will serve as an introduction to other themes in later blocks in this module, such as decentralisation, performance review and communication. It will identify the different organisations involved in housing and examine their role and they how they operate. It will investigate the functions and structures of local authorities and housing associations. You will also look at the role of the private rented sector as a housing provider.

This block will help you to understand how the provision of housing services are organised and highlight the benefits and disadvantages of different structures.

HPQS105: Characteristics of Housing Stock and Clients

This unit examines the composition of the nation’s housing stock in all tenures. It looks at how dwelling type varies between the different tenures and the typical
features of the households in each sector.

Finally, we will investigate how housing need and household composition influence the type of dwelling occupied. Throughout the unit we will be examining the whole of the housing sector in England, Wales and Scotland including owner occupation.

HPQS106: Organisational Structures

This Block will examine the way in which organisations are structured. It will begin by looking at the traditional model of a management hierarchy and will examine how this approach affects service delivery. We will also investigate alternative organisational models and look at the effects of decentralisation on the roles of staff and the structures of organisations.

This Block also investigates the differences between specialist and generic staff. It will look at their different roles as well as the advantages and the problems associated with them.

Finally, we will look at the ways in which Estate Management Boards, along with Estates Action and Housing Action Trusts, have affected organisational
structures.

HPQS107: Providers and Customers

In this block we will begin by looking at the terms we use to describe the use of rented housing and what we expect of a housing provider before looking at the legislative changes. We will explore ways of obtaining information from and giving information to users of rented housing before ending with a look at the practical implications of a customer focused service.

HPQS108: Tenant Participation

In the final section of this Unit we will be looking at how tenants can participate in the management of their housing. We will look at the cal development of tenant participation since the 1960s and consider how perceptions and definitions of what this means have changed over time.

We will examine different sorts of tenant organisation and effective ways of consulting with tenants which constitute best practice as well as compliance with requirements.

Your work in this section will build on some of the areas we have covered in the earlier parts of this block.
